Capita plc (Capita) has secured a four-year agreement to deliver network and telecommunications services through the latest framework of YPO, one of the largest public sector buying organisations in the UK.
The new framework – Network Connectivity and Telecommunications Solutions 976 – will cover the sourcing, procurement, delivery and support for the framework’s ‘lots’ that include wide area networks, local area networks, digital fibre infrastructure, smart cities and internet of things, cyber security, communications services, and mobile, voice and data solutions.
The framework will be open to all public sector organisations including the police, fire and rescue services, NHS bodies, and all central government departments, as well as registered charities across the UK.
Capita has been delivering network connectivity and telecommunications solutions to public sector organisations for more than 30 years. Earlier this year, Capita became the sole supplier on the ICT Managed Service for Education framework.
Mark Cook, executive officer of Capita’s Technology Solutions division, said: “Capita’s digital capability, and track record in delivering procurement services across the public sector, match perfectly with this new framework. Our digital experience gives us a clear understanding of what organisations need to deliver faster and better services to their communities.”
Robyn Lamport-Rann, category buyer – ICT, YPO, said: “This framework was launched following customer demand for an easy-to-use, compliant route to procure network and telecommunications services from a single marketplace. It includes all the latest technologies that any organisation will need to transform its services and how it communicates with the public.”
Public sector organisations can access the list of services on the framework here: https://www.ypo.co.uk/frameworks-home/900309#details
Notes: Under IFRS 15, each individual service procured through the framework will be treated as a separate contract. Therefore, there is no addition to Capita’s order book as a result.

- YPO is one of the largest public sector buying organisations in the UK. Fully owned by 13 local government member authorities, YPO has also established formal relationships with further 65 organisations – known as associate member authorities – across local government and the wider public sector.
- YPO has an annual turnover in excess of £800 million, with a range including approximately 30,000 products and 80 public sector framework contracts.
- Established in 1974 to aggregate the procurement spend of its owning local authorities, YPO has helped drive public sector efficiency savings through its bulk buying power for product supplies and centralised contract services initiatives.
Working with The Social Profit Calculator, we’ve been able to analyse YPO’s spend with our supply base to provide a Social and Economic impact Assessment. The assessment takes into consideration how local authority spend in different member areas has contributed to:
Reducing fiscal costs to the Government
Economic benefit through increased tax and NI payments
Social value by increasing wellbeing
